Job Description:
This position requires leadership, organization, and coordination in support of the American Institute for Manufacturing Integrate Photonics (AIM Photonics).
The Project Portfolio Manager is a primary resource to the AIM Photonics governance bodies and executive leadership assigned to oversee AIM Photonics' project portfolio. The position is also responsible for executive engagement and reporting on the state and performance of initiatives within the project portfolio.
This role assumes the overarching responsibility for supporting the executive leadership team in their efforts at overseeing, managing, and leveraging the entire project life cycle of AIM Photonics' strategic investments and initiatives to optimally achieve the Institute's goals and objectives.
The role of Project Portfolio Manager includes the following duties:
- Facilitate and coordinate the efforts of senior leadership toward the establishment of AIM Photonics' project portfolio, from strategic alignment of projects and programs to portfolio categories and criteria, through proposal, evaluation, selection and prioritization; to contracting, execution, tracking and measuring the achieved results.
- Coordinate annual project planning activities where AIM Photonics' strategic vision for the upcoming year is transformed into tactical project execution plans.
- Develop and maintain Project Award Agreements and project records for each organization participating in projects within AIM Photonics' portfolio.
- Work with AIM Photonics' Chief Financial Officer to monitor project budgets, assuring expenditures are within approved budget.
- Create and maintain project portfolio documentation and artifacts to track project proposals, plans, contracts, budgets, changes, deliverables, and the progress of each project.
- Align interactions with executive leaders, principal investigators, business support units, and advisory bodies to coordinate project activities and build alignment, enabling project teams to deliver on commitments.
- Ensure the planning, coordination, and oversight of project scopes, deliverables, milestones, schedules, and dependencies across the projects and programs in the portfolio, and resolve or escalate conflicts.
- Track project changes and changes to the contract documents; make recommendation on change orders as necessary.
- Collaborate with executives and principal investigators to generate quarterly project progress reports and conduct quarterly reviews with AIM Photonics' sponsors, leadership team, governance bodies, and members to communicate progress and to validate and assess the project portfolio.
- Lead reviews of any significant initiatives, programs, or projects that are challenged and facilitate discussions as to whether it should continue, be changed, placed on hold or discontinued.
- Ensure the adherence to the appropriate governance functions relating to the portfolio and in accordance with enterprise guidelines, policies and practices.
- Contribute to ongoing improvement of organizational project management processes.
- The incumbent will become familiar with the templates for the AIM Photonics Membership Agreement, Non-Disclosure agreements, Project Award Agreements, service agreements, and license agreements.
Requirements:
- Bachelor's degree in the area of business, management, marketing, economics or computer science, engineering, or a related field OR equivalent relevant professional experience.
- It is expected that the Project Portfolio Manager will possess clear and well-reasoned verbal and written communications, including a professional telephone presence and email etiquette.
- The incumbent must have experience in project management best practices and standards, working with stakeholders and collaborating in a cross-functional team environment; as well as contract administration; fiscal management including budget preparation, cost and budget analysis, change control and records management.
- The Project Portfolio Manager must be skilled in planning and organizing, problem analysis and decision-making, interpersonal sensitivity, adaptability and flexibility and time management skills; as well as proficient in the operation of various computer programs including word processing, spreadsheets, database programs including project management software, and customer relationship management (CRM) systems.
- Additionally, the incumbent must possess the ability to interface with government sponsors, executive leaders, customers and internal partners at various levels within an organization; work independently; prioritize demands in a fast paced environment; have strong organization and communication stills; and have experience with Microsoft Office, Project, Outlook, or equivalent software.
This position is contingent on the satisfactory completion of a background investigation; this position may be subject to annual background investigations. Candidates must address in their applications their ability to work with culturally diverse populations.
Preferred Qualifications:
- Ten years of professionally responsible work experience in a similar position
- Project Management Professional certification from the Project Management Institute
- Master of Business Administration
