Executive Director
The Sisseton Housing and Redevelopment Commission has an opening for a full time Executive Director.
The Executive Director reports directly to the Board of Commissioners. Responsible for oversight of the day to day operations of the Sisseton Housing and Redevelopment Commission, including, but not limited to, the general administration and maintenance of the physical buildings. Directs and answers for all personnel. Ensures that the property is maintained in good physical condition with a stabilized fiscal operation and that all tenants and properties adhere to standards and rules set by Federal, State, and Local governance.
DUTIES AND RESPONSIBILITIES:
- Directs policy development and planning.
- Provides input to Board of Commissioners to assist with decisions regarding development of all policies affecting the housing commission.
- Works with community partners to address future organization and growth strategy.
- Provides quality materials and support to the Board of Commissioners to enable them to maximize the effectiveness of their governance of the Commission.
- Facilitates the strategic planning and economic forecasting processes.
- Takes a leadership role in creating an organization that has a high level of integrity, professionalism, and progressive analytical-critical thinking.
- Participates in regular meetings of the Board of Commissioners to report on operations and discuss problems. Recommends changes in objectives, policies, and operating procedures.
- Implements goals and procedures.
- Ensures compliance with all covenants of the properties.
- Oversees the development and implementation of a Capital Improvement/Asset Management plan.
- Ensures all policy and procedure manuals relating to the authority’s management program reflect current authority and HUD regulation.
- Ensures resident and community involvement in policy development.
- Adheres to all company personnel directives per the manual of operations and procedures.
- Manages, supervises, and directs the operations of the authority.
- Trains and is responsible for work performed by all staff members.
- Prepares, processes, and signs all forms, leases, and related papers as required by regulations.
- Enforces all policies of the Housing and Redevelopment Commission and all other governing agencies.
- Ensures that residents are provided with a clean, safe, well maintained community.
- Conducts all move in and move out inspections, and keeps a detailed record of the findings.
- Works with tenant organizations. Meets with tenants to assess feedback and attitudes leading toward general improvements.
- Supervises outside contractors working on the properties.
- Ensures all maintenance requests are handled on an immediate on-call basis.
- Continually inspects property and improvements, recording deficiencies and taking the necessary action, within budgetary allocations.
- Manages, supervises, and directs the financials of the authority.

- Makes bank deposits.
- Maintains an accurate payroll record.
- Oversees and help collect all rents.
- Maintains necessary records of all financial transactions of the property.
- Prepares and reviews all check vouchers presented to the Board of Commissioners for approval.
- Makes and establishes all budgets, and works within the established budget.
- Provides the Board of Commissioners with data or reports on financial statements, tenant data, and maintenance at the regular meetings.
- Prepare reports to be submitted to HUD.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong Microsoft office familiarity and skills
- Bachelor’s degree or 4-6 years of progressive work experience in public administration and/or business
- Progressive management experience in public and affordable housing
- Strong understanding of finance, human resources, community development, public administration, and business
- Excellent written and verbal communication skills
- Willingness to work with individuals of various diverse backgrounds
- Must be bondable and pass a criminal history background check

Pay: $18.00 - $25.00 DOE
